Notice Inviting RfS                                                                                       

No: UGVCL/Project/Solar/PM-KUSUM-C-FLS/ TN-05 DT:   28-06-2022             

As authorized by the Gujarat Urja Vikas Nigam Ltd. (GUVNL), the State Implementing Agency (SIA) for Component-C of PM-KUSUM Scheme in the Gujarat State, the Chief Engineer (P&P)-UGVCL invites ‘On-line’  Request for Selection (RfS) of Solar Power Generator (SPG) for Design, survey, supply, installation, testing, commissioning, operation & maintenance for 25 years (unless extended by both the parties on mutual agreement) from COD of grid connected Feeder level solar power plant, its associated 11kV line to connect the plant with concerned substation and  RMS of Solar power plant through RESCO model for solarization of various 11kV feeders of associated 66/11kV substation in UGVCL under PM-KUSUM scheme – Component C -feeder level Solarization (FLS).

RfS bid offer is required to be submitted by online mode only in electronic form on website https:// UGVCL.nprocure.com(i.e. under preliminary, technical and price offer stage of online) except documents (as mentioned in the SECTION-C –KEY BID DATA, clause no.:7) to be submitted physically in sealed Main cover containing separate covers for “EMD & EOI Document fee Documents cover” and “Technical Offer documents cover” separately by Registered Post A.D. or Speed Post addressed to :-

“NO COURIER SERVICE OR HAND DELIVERY” will be allowed.

AS PER THE NOTICE OF THE INVITATION OF RfS DOCUMENT (NEWS PAPER ADVERTISEMENT), THE RfS DOCUMENT IS INVITED BY e-tender (ON – LINE) SYSTEM, FOR WHICH FOLLOWING CONDITIONS ARE MANDATORY.

[A] All the relevant documents as per cl no 7 of Key Bid Data of RfS Document are required to be submitted physically in sealed Main cover containing separate covers for “Bid declaration & Tender fee Documents cover” and “Technical Offer documents cover” separately (This cover shall be super scribe “TENDER for FEEDER LEVEL SOLARIZATION UNDER PM-KUSUM-C” only, on OR before due date and time. All such documents should be strictly submitted by RPAD/Speed post only, otherwise the offer will not be considered and no any further communication in the matter will be entertained.

[B] The documents other than mentioned in Section-C KEY Bid Data and documents mentioned in general and commercial terms and conditions of RfS Document are required to be uploaded in technical stage of online EOI Document and submitted physically in “Technical Offer documents cover”. In case of not uploading of required document in online offer or uploading of wrong document or not submitting physically in “Technical Offer documents cover”, offer may not be considered for technical evaluation. However, the Bidder SPG may upload additional documents, broachers, technical / other information etc., if desires.

[C] Bidder SPGs are requested to submit price – offer (financial bid) in on-line (e-RfS electronic form) only and not to submit the price offer in physical form. This is mandatory. If price offer is submitted in physical form, the bid/RfS offer will be summarily rejected.

[D] It is mandatory for all the Agencies to submit their RfS documents by both forms viz. on – line (e – RfS Document) and physically in schedule time. If RfS documents are submitted in only any one form, say either by on line or physically, in that case the same EOI Document will not be considered.

[E] UGVCL at its sole discretion may ask additional clarification or information or documents from the Agency who are found to be eligible in main pre-qualification criteria.

Note:-Bidder should be familiar with websites https://UGVCL.nprocure.com & www.UGVCL.com for information regarding revision/corrigendum/Amendment in RfS Document till due date of online submission and thereafter. No separate information shall be sent in this regard and also not publish in newspaper.
