C.E (P&P) invites on line short notice tender for Annual transportation of 8M/200KG PSC poles from Idar pole factory to various villages under jurisdiction of UGVCL as per tender condition.

Bidder has to remain in touch with n-procure as well as our website till the opening of tender. Tender fee will be accepted in form of CASH (at UGVCL, Corporate Office, Mehsana, Cash counter) /Demand draft drawn on any Scheduled/ Nationalized Bank situated at Mehsana drawn in favour of Uttar  Gujarat Vij Company Ltd. (Cheques are not accepted). Tenders submitted without tender   fee will not be considered.  

Earnest Money Deposit (EMD) is to be paid as under:

E.M.D. at the rate as specified above per bidder is payable as applicable. The EMD is payable 100% by Demand Draft in favour of UGVCL on any Scheduled / Nationalized Banks in Mehsana. Cheques are not acceptable. Corporate Bank Guarantees Not Allowed.

Government or Semi-Government Organizations, which are run departmentally & are not limited Companies, will be eligible for exemption from payment of E.M.D.

Tender Papers & Specifications may be down loaded from web site http://www.ugvcl.nprocure.com    (For view, down load and on line submission) and UGVCL web site www.ugvcl.com. (For view & download only) Tender fee and EMD payment detail may be submitted along with submission of tender in EMD cover.

All the relevant documents of tenders to be submitted physically will be received only by Registered Post A.D. or by Speed Post addressed to the Chief Engineer (P&P), UTTAR GUJARAT VIJ COMPANY LTD., Corporate Office, Visnagar Road, Mehsana- 384001.The Name, tender number and due date of opening of tender must be mentioned on tender cover invariably.  “NO COURIER SERVICE OR HAND DELIVERY” will be allowed.  

The tender documents should reach this office on or before date and time mentioned in the tender notice. No tender shall be accepted /opened in any case after due date and time of receipt of tender irrespective of delay due to postal services or any other reasons and that UGVCL shall not assume any responsibility for late receipt of the tender.

Any bidders desirous of seeking any clarification shall have to send their queries in writing to E.E. Civil at eecivil@ugvcl.com or D.E. Civil at decivilcorp@ugvcl.com.  No Interest will be allowed against payment of Earnest Money Deposit. Copy of Money Receipt or DD for payment of tender fee, & EMD must be placed in the Cover super scribing “EMD Cover” along with requisite documents as mentioned in the EMD condition. (EMD and Tender Fee cover should be kept as separate enclosure & should be submitted with Technical Bid.) First EMD Cover will be opened and if EMD cover documents found OK as per requirements of tender then only Technical Bid will be opened.

The tender document is to be submitted in single cover super scribing tender number and name of tender and containing two separate envelope  namely “EMD Cover ” and “Technical & Commercial bid” cover which includes commercial terms & conditions with all enclosures of the tender documents. 

UGVCL reserves the right to place orders for full or part quantity of the quantity offered by a bidder. UGVCL also reserves the right to place orders for transportation of poles to various destination to one or more than one bidder. UGVCL also reserves the right to reject any or all or part of the tenders without assigning any reasons thereof.

Bidders shall submit Price Bid On-Line only and not in physical form.

[1] TECHNICAL AND COMMERCIAL BID:

The technical and commercial bid shall comprise all the technical details of the equipments/stores/materials    offered in accordance with the UGVCL specifications/drawings, guaranteed technical particulars and all the commercial terms and conditions to be submitted duly signed and stamped on each page.

The EMD Cover, Physical Technical and Commercial Bid and On-line technical bids shall be opened on date and time as mentioned in tender notice. 

No representative shall be required to be present at the time of the technical bid opening.

Please note that the required documents should be invariably submitted with tender copy. Any tender without documents is liable to be ignored. The tender bid will be rejected out rightly without entering in to any further correspondence in this regard and no further reference will be made.

Qualification Criteria for Bidders:  

     EPF registration No.

     Solvency certificate @ 20% of estimated cost i.e. Rs 3,72,000.00.

     Documents from R.T.O. for the Registration of truck/trailer  in the name of Bidder, Partner of Bidder along with last tax paid receipt, fitness certificate, insurance policy, public / goods carriage permit etc. and in case truck is not owned by bidder evidence for availability of appropriate truck for pole carting including MOU /Rent agreement for minimum period of contract duration.

[4] Following documents only are to be submitted in physical form. (Documents should reach this office on or before date and time mentioned in tender notice.) [A] Tender fee and EMD cover:  

Proof of Tender fee – Copy of money receipt of tender fee paid in cash or DD of tender fee, DD for Earnest Money Deposit (EMD). 

[B] Technical & Commercial Bid cover:

(I)       Annexure I, II and III along with supporting documents. 

(II)     Notarized abridged copy of balance sheet for last 1 year.   

(III)   Copy of Tender Document duly signed and stamped on each page.

The bidder shall furnish complete documentary evidence by way of attaching copies of information given in Annexure as well as in support of their fulfilling the tender qualification criteria.

UGVCL reserves the right to reject any OR all tenders without assigning any reasons thereof.
